1.         "Leading Figure, leading enterprise and pilot industry" special policy of talents in science and technology innovation vitality areas for small and medium-sized enterprises"

    Leading talents registered and paid tax in the following enterprises in Fengxian:

 （1）Entity enterprises (excluding finance and real estate) with the amount of tax payment of more than 30 million Yuan and the average tax revenue per mu of more than 300,000 Yuan in the previous year or registered enterprises with local tax savings of more than 30 million Yuan in the district;

 （2）High-tech enterprises with the technical centers, engineering and technology research centers above municipal level, the state postdoctoral workstations and the state key laboratories;

 （3）The above enterprises are required to be listed as the five key industries including new energy, new materials, bio-medicine (beauty and health), advanced equipment, smart grid, etc. in the district and are not listed in the negative list. If the enterprise is the industrial type, then it is required to be rated as Class A Enterprise in the district in the last year upon the audit of Evaluation Method for Comprehensive Performance of Industrial Enterprises in Fengxian District.

      2）Leading talents in the social undertakings including education, health, agriculture, culture, etc.:

      Those talents who can meet the requests above will enjoy the policy as following:

 （1）Subsidy for buying house for talents: The talents can buy one apartment for the designated talents by the district government at the preferential price. The privileged size can be divided into the categories of 120 square meters, 100 square meters and 80 square meters according to the talents classification. The talent individuals, units and the Government will contribute the capital at the proportion of 60%, 10% and 30% respectively in accordance with the market price of the privileged area. The part which exceeds the privileged area shall be purchased by the individual talent at the market price.

For those cannot buy the housing for talents, they will be subsidized with the amount of 600,000, 500,000 and 400,000 (25% for supporting units) respectively, which will be released in aperiod of 5 years.

 （2）Rental subsidy for talents: 2,000 Yuan per month for undergraduate + intermediate title or master; 3,000 Yuan per month for master + intermediate title or doctorate or title for senior professional technical personnel, up to 5 years.

 （3）Rent-free talent apartment: talents meet certain conditions, free rent period up to 5 years.

 （4）Allowance for excellent talents: talents with the pre-tax income of more than 300,000 Yuan will be granted with the one-time allowance of 5,000 Yuan to 1 million Yuan each year.

 （5）Schooling for children of talents: senior management personnel of corporate chairman, president, general manager, deputy general manager, chief accountant and so on; the various types of talent planners (holders of special allowance by the State Council, leading talents, Thousand Talents Program, Pujiang talent, etc.) rated as provincial level (autonomous region, municipality directly under the central government) level and above will be arranged for schooling at the city compulsory education and pre-school education schools according to the actual situation.

 （6）Medical service for talents: senior management personnel of corporate chairman, president, general manager, deputy general manager and so on; the various types of talent planners (holders of special allowance by the State Council, leading talents, Thousand Talents Program, Pujiang talent, etc.) rated as provincial level (autonomous region, municipality directly under the central government) level. By developing the health services blue card for talents, the talents can enjoy the hospitalization green channel services of the designated top three hospitals (Ruijin Hospital, the Sixth People's Hospital) above city level and the designated three hospitals (Central Hospital, Hospital of Traditional Chinese Medicine, Fengcheng Hospital) in the district.  2.      Technicians with Outstanding  Contribution in Fengxian District

3.      Chief Technician

10 persons will be selected each year to participate in the chief technician training selection program.  4.      Overseas high-level talents of innovation and entrepreneurship

For two types of talents meeting the conditions of innovation and entrepreneurship, they can enjoy the living allowance subsidies of 50,000 Yuan and 100,000 Yuan respectively, and rent subsidies of 300 Yuan to 800 Yuan per month;
they will be actively recommended to participate in the appraisal and election of SHANGHAI "Thousand Talents Program" and the National Expert "Thousand Talents Program".

5.      Public rental housing

For those meeting the conditions, the single person can have the rental of room with one bedroom; family can have the room with two bedrooms (including two bedrooms); if it is applied by the units, the bedroom can be separated for rental. The rental period is generally not less than 2 years; if the rental needs to be renewed after expiration, which needs to pass the re-review; the total rental period shall not be more than 6 years.

 6.      Subsidies for Employee Vocational Training

Enterprises conducting its own vocational training will be checked by 60% -80% of the actual training costs; for those providing the concentrated training for enterprises, after approved by the district, the subsidies shall be allocated quarterly.
